Could someone please tell me how Soul Flyer qualified for CA state-bred/restricted races when he was bred in KY?  Is it because Bertrando is a CA-based/registered sire?  Thanks in advance.

I have not looked in the condition book on this one, but I can tell you that California tracks right a fair amount of state bred races that are actually state bred or state sired.
