Saratoga Turf Rail Bias

When TG numbers are calculated there are factors for wide trips and notations for a dead rail on dirt. (I don\'t recall seeing bias notes for turf).  Are numbers for wide trips on the turf adjusted upward when there is a rail bias as seems to be the case at Saratoga?

On a similar note when we observe a track bias is there a rule of thumb to adjust the number of a horse that will benefit for the bias?  I\'ve observed a few races at Arlington where a horse could pair a top which was 2-3 pts slower than others in the race but win easily because they were speed (not lone speed) but drew inside of other speed.  I had been subtracting a point but it\'s not enough.  I haven\'t seen a speed/rail bias like this in Chicago since the bull ring races at Sportsmans Park on the old 5/8 oval!
