Not exactly a novel idea but maybe one that is finally starting to gain some momentum: freeze samples from group/graded races so that they can be used to re-test in the future for currently untested \"designer drugs.\" The proposed penalty is a little weak and problematic but I am sure they could come up with something better in that regard.
