Australia, New Zealand and Canada were alleged to be where lots of illegal stuff comes from/was developed as far back as 40 years.

US Racing officials will never admit that they can probably put an end to illegal stuff BUT they are not willing to spend the money it would take. NZ spent $800k to get the technology and their handle is nowhere near what is wagered here in the US.
