The commission on Thursday unanimously approved a request by Mike Cichy, Lien Games\' general manager, to allow two high-rolling bettors to become minority partners in the company.

Cichy said Ernest Dahlman Jr. of Las Vegas and Henry Hackle of Armonk, N.Y., each will get a 5 percent stake in the company.
