Ground Loss Question

I am wondering how you record path information for tracks (e.g., Parx) where it is common for jocks with a choice to stay some distance from the rail?  Is the innermost horse deemed to be in the 1 path?  I notice that you had Lockdown as 1w2w while on the lead in the Cotillion.  While she was perhaps innermost on the first turn, it looked to me like she was well out into the track.
