Please excuse my ignorance, but what effect does that have on a horse? And, is there no test to detect it?

Milkshake. Some tube a horse through the nose and load up on bi-carbonate, it is used to reduce the lactic acid that causes fatigue. I believe that they still test for TCo2 post race for elevated levels.
