1)  How soon before post time does betting open?

2)  In the event of scratches after the betting opens, are all bets off?  If not, how would the \"bookie\" not get killed?  Or is the ticket holder on the scratched horse stuck with the bet?

e. The Legislature has determined that the Division of Gaming Enforcement, in consultation with the New Jersey Racing Commission, is best suited to oversee, license, and regulate fixed odds wagering in the State.

7. (New section) a. The division, in consultation with the New
5 Jersey Racing Commission, shall have full power to prescribe rules,
6 regulations, and conditions under which fixed odds wagering may
7 be conducted in this State, consistent with this act, including the
8 manner in which fixed odds wagers may be accepted, the
9 requirements for any person to participate in fixed odds wagering,
10 and the reasonable approval of any and all agreements made
11 pursuant to subsection c. of section 4 of this act, P.L. ,
12 c. (C. )(pending before the Legislature as this bill).

Boscar Obarra: pretty sure all scratched bets are cancelled, and they adjust the odds on the other horse based on the price of the scratched horse.
