Top - Pair - Now What?

The last two ROTW\'s have shown a top - pair then both a positive move and a backwards move.

In the Lecomte example what do we now do with a lightly raced colt who goes backwards off of a paired top? Do we assume he needs time, then has to get back to that top prior to ever assuming he is about to move forward again?

In the Hutch at GP I am unsure if the colt moved forward off that pair or not, but if he ran the same number again, do we assume a 3yo like him is done improving?

I know each horse is it\'s own puzzle, but am most curious what people do with a paired top then a backwards move.
