On average, how much would you estimate that first time lasix users from Europe in the BC will move up # wise?

Some of the ones that have established a level seem to move up 2 points or so, as you can see from Magistretti and Powerscourt, but I hesitate to use a hard and fast rule. The erratic ones may have been bleeding (especially if they have been stopping) and there is no way to know.
