Let me fill in the blanks...

Powell is the former and failed marketing director of Capital OTB.  A large Off Track Betting operation in Upstate New York.

The job was gained thru political favor.  He ultimately left, because he could not play nice with the boys.  This is called \"biting the hand that feeds you\".

Powell is now (I think) a consultant of some type for the Fair Grounds.

His need to post at TG in a word, \"SAD\".

He clearly wants to be a public handicapper, and his only outlet is to post at racetrack that is now closed.
