How about NYRA (and all tracks) use about $10k out of every stakes race purse that is over $100k to pay for 48 hour or 72 hour round the clock \"guard\" surveillance like the Derby employed including the logs of those entering the stall, confiscating syringes that are used to administer any drugs, etc......
Wouldn\'t this protect the trainers as well?

It could easily be done at NYRA by getting rid of the overnight \"stakes\", most of which get only 5-6 runners.
