Does anyone know of a website where it lists the allowable medications such as Bute for a given racetrack?
I had occasion to research this question about 2 yrs ago. The starting point is the site of the Assoc. of Racing Commissioners International, where you will find & can download something called the Uniform Classification Guidelines for Foreign Substances, which sets forth & lists the classes of medications & the circumstances under which they can be used. These are not binding in any particular jurisdiction, however, which is why so much is written about the need for uniform medication rules. They are rather guidelines which the RCI, an umbrella org of sorts for state racing commissions, think should be adopted. This being racing, there is also a split off org known as the North American Pari-Mutuel Regulators, which has its own site & its own Model Rules, at this stage a 350+ page tomb which rivals a Gaddis novel. NAPRA News, on the other hand, is an excellent weekly publication on this & other topics which can be downloaded gratis.
Equipped with this background, the next step is to go to the site of the Racing Commission of the state you\'re interested in to look at the Rules and Regulations which have actually been adopted in that state. If you go to the KY Racing Commission site, for example, you can access the state\'s Rules & Regs, as well as the recent press release outlining & explaining the Commission\'s recent decision to reduce the number of permitted race day medications from 16 to 5. Of course, figuring out what each med is & what it does or doesn\'t do is another story, & remember we\'re still only talking about what\'s legal. You also need to keep in mind that what is permitted & what is reported & appears in pps & other places can also be different, especially when it comes to Bute.
