His point is that filling a horse with drugs merely hides problems. Should problematic horses with congenital problems masked by drugs be bred to scores of other horses and thereby ensure the genetic passage of the defect?

Do legal drugs mask illegal ones?

Is it time to go back to hay and oats?

Breed them carefully. Run them long. Run them clean and we guarantee the bettors will be happy.
