Of course, you could look at it the opposite way: that the win price was great value. Based on doubles, the winner figured to pay less than $40.
It is not uncommon (at least in NY) for longshots to pay much more to win than you would project from the doubles. Probably due to wheeling in the doubles, I would guess. In this exacta pool, there was probably some back-wheeling of the favorite.
And, at Del Mar and Santa Anita, the takeout on win bets is less than 16%, whereas I believe it is more than 22% on exactas.

Was $46 the other way, also low. Can\'t say if it was bet late, but probably was.
Before you get too excited, there are numbers like that all day every day, and 99% get nothing (that fig includes the multiple occurrences in the same race).
Overall bet down numbers win often enough, but there are lots of them in the same event .
